SUMMARY

The Purchasing Manager is responsible for the effective management of the Purchasing Department and the performance and supervision of Buyers, Analysts, Expeditors and Team Leads. The Purchasing Manager ensures all procurement requirements are met and functions as the liaison between the planning teams and purchasing teams. The Purchasing Manager will act as a catalyst for process improvements and will work with internal IMS groups to monitor and deliver to goals and objectives. The Purchasing Manager delivers subject matter expertise and best practices in procurement management, strategic sourcing and unit cost reduction. The Purchasing Manager is responsible for implementing strategies to meet procurement goals and ensuring the client receives the highest quality materials at the lowest cost.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Provides leadership to the procurement staff including supervision, assignment of work, capacity management, purchasing objectives and performance metrics and management
  • Provides back-up duties, vacation and time off coverage for Buyers as needed
  • Leads weekly Procurement staff meeting & other meetings as required
  • Works in collaboration with HR & Management Team to recruit, interview and select employees to fill open positions
  • Ensures compliance with purchasing policies and procedures, Code of Conduct and Ethical practices
  • Provides purchasing sources and pricing for regional and site procurement execution
  • Responsible for coordinating strategic sourcing and purchasing initiatives, and reporting results to management
  • Manages supplier relationships, performance analysis and metrics, and ensures continuity of supplies
  • Develops and negotiates with suppliers to obtain better pricing, delivery, and terms of supplier contracts and agreements
  • Provides guidance for problem resolution and uses a formalized problem-solving approach to effectively define problems and drive to solutions
  • Serves as an escalation point for any material or supply chain problems
  • Approves and updates any price changes in Priority and the Price Change List
  • Serves as customer interface for Non BOM purchasing requirements
  • Manages Unit Cost Reduction program; implements strategies to meet goals and improve program; tracks progress and reports results
  • Develops, negotiates, implements and manages global procurement strategies, delivering category productivity through price, value analysis, and continuous improvement
  • Provides global procurement expertise and leads acquisition for key high-dollar commodities
  • Develops and monitors IMS purchasing processes to ensure compliance worldwide; identify non-conformances and take corrective actions to rapidly close any gaps in practices
  • Identifies opportunities and drives global activities to improve purchasing consistency, efficiency and effectiveness of processes and systems
  • Ensures Global alignment across IMS, develops and communicates solutions and action plans that ensure business goals are successfully met
  • Leads business intelligence including global market trends, competitive benchmarking and analysis
  • Builds effective and strong working relationships with internal stakeholders, customers & the supplier community
  • Compiles daily, weekly and monthly reports, analyzes to identify problem areas and implements solutions

SUPERVISORY RESPONSIBILITIES

  • Leading a team of Buyers, Analysts, Expeditors, Team Leads

MINIMUM REQUIRED QUALIFICATIONS

Education and/or Experience

  • Bachelor's degree from an accredited college in a related discipline with 3 years of professional experience -or- an equivalent combination of education and related professional work experience
  • Minimum 3 years of experience in a purchasing or procurement capacity
  • Minimum 2 years of experience in a management or supervisory role with direct leadership responsibilities

PREFERRED QUALIFICATIONS

Education and/or Experience

  • Master's Degree from an accredited college in Supply Chain or related discipline
  • CPSM or CPM designation

  • Must have knowledge of Purchasing, Logistics, Inventory Control and Quality processes and management methodologies
  • A solid commitment for driving improvement, achieving results, and ensuring department protocol is followed
  • Effectively work in a large team environment, requiring regular interaction at all levels, both internally & externally
  • Ability to work as a team member and foster a cooperative work environment while also being an individual contributor
  • Self-motivated, energetic and ability to perform with little supervision
  • Strong customer service and interpersonal skills to effectively interact with internal organization and customer/supplier/vendors organizations at multiple levels
  • Strong relationship management skills and ability to successfully collaborate with teams across all levels and locations of the organization, as well as with external suppliers
  • Proven ability to resolve problems & build consensus, given competing priorities and multiple perspectives
  • Excellent written, verbal and interpersonal communication skills
  • Strong analytical skills with focus on critical thinking and business process management
  • Ability to manage cost/profit for area of responsibility
  • Exceptional organizational & prioritization skills
  • Established accomplishments in global procurement management including analysis, strategy development, contracts, negotiations, and supplier management
  • Must have a proven track record of developing, implementing, improving and executing global procurement policies, processes and procedures

Computer Skills

  • Microsoft Office Suite with demonstrated proficiency in Excel & Power Point (Able to work with pivot tables, use lookup formulas & create professional looking Power Point presentations
  • ERP system experience (Priority EPR System Preferred)

Language Skills

English (reading, writing, verbal) and Local Region language

Mathematical Skills

Intermediate mathematical problem solving

TRAVEL

Ability to Travel both Domestic and International if needed

For this position, the expected base pay is: $85,000- $128,000/ Annual. Actual base compensation will be determined based on various factors including job-related knowledge, skills, experience, and other objective business considerations.
