Summary

The Siting Consultant/Siting Consultant Sr. will manage and support siting projects for the company's Strategic Transmission Plan. These include projects ranging from 230kV to 500kV spanning the majority of the state. Each project will have an external siting firm contracted to perform siting related efforts. Duties of the APS Siting Consultant will include managing the external siting firm(s), tracking and monitoring quality and timeliness of deliverables, and developing and implementing quality assurance/quality controls of the contractor(s). Responsibilities will include obtaining Certificates of Environmental Compatibility and other federal, state, and local government regulatory approvals (including NEPA). The successful candidate will coordinate and/or interact with key internal functional areas, city/state/federal agencies, government leaders and the general public. They will work with the Arizona Corporation Commission including the state siting committee, technical staff, and commissioners to finalize locations for facilities using the public participation process. In addition to siting activities, the Siting Consultant will assist in leading Public Engagement efforts, including environmental justice, for the portfolio of projects in the Strategic Transmission Plan.

Minimum Requirements

Siting Consultant

  • BS/BA in Marketing, Business, Engineering, or related field plus five years of multi-discipline electric utility experience related to understanding design, operations, construction, and planning of transmission facilities or an equivalent combination of education and experience.
  • Project management experience preferred.
  • Demonstrated proficiency in interpersonal and oral/written communications.
  • Must be able to provide or support testimony before regulatory agencies and effectively interact with customer regulatory agencies and large groups.
  • Overnight travel may be required as well as attendance at meetings outside normal business hours.

Siting Consultant Senior

  • BS/BA in Marketing, Business, Engineering, or related field plus eight years of multi-discipline electric utility experience related to understanding design, operations, construction, and planning of transmission facilities or an equivalent combination of education and experience.
  • Siting project management experience required.
  • Demonstrated proficiency in interpersonal and oral/written communications.
  • Must be able to provide testimony before regulatory agencies and effectively interact with customer regulatory agencies and large groups.
  • Overnight travel may be required as well as attendance at meetings outside normal business hours.
Major Accountabilities
  1. Monitor and coordinate siting project work performed by external consultants to achieve successful project results.

  2. Utilize effective public relations strategies on all projects, respond in a timely manner to all inquiries and keep accurate records of project interaction and correspondence. Work with Corporate Communications and/or senior consultants to minimize negative press and public controversy.

  3. Meet and negotiate with government officials and regulatory agencies in order to obtain state, federal and local approval for new transmission facilities. This must be done in a professional manner that represents the best value to and presents a positive perception of APS.

  4. Coordinate all of the internal teams, environmental consultants, external jurisdictions, partnering utilities and the public so that projects are sited on time to begin land acquisition and construction.

  5. Manage consultant charges in relation to project scope, maintain financial records to accurately reflect all project costs in relation to planned APS budget on each project and review anticipated scope or budget changes with leader to determine appropriate action.

  6. Involve and manage siting support resources/departments and communicate effectively with these resources throughout project. Obtain firm commitments on all key siting issues.

  7. Establish project timelines and monitor specific project schedules and milestones to ensure project in-service dates are achievable. Review with management and provides status updates to stakeholders as requested.

  8. Build strong partnerships and effectively interface with team members, customers, public officials/agencies, and government leaders to leverage company need to provide reliable electric service through siting activities.

  9. Develop and implement communication plans for projects.

  10. Provide support with the ACC application process and yearly compliance.

  11. Coordinate directly with Land Consultant for land acquisition, permitting, and survey needs.

  12. Take a lead role in deploying Public Engagement efforts for the portfolio of projects within the APS Strategic Transmission Plan.
