Job Overview/Summary:
The Resettlement Manager oversees all reception and resettlement services to support recently resettled refugees and other qualified immigrants in achieving self-sufficiency and other relevant programs that may be established. The Manager ensures effective communication between and across departments within IRC and with local community partners and provides support and leadership to a team, making sure they have the resources and support needed to implement impactful programming. The Manager builds and sustains key partnerships to enhance access to services for refugee and immigrant families. The scope of work and responsibilities are described, but not limited, as below; the Manager can expect other duties assigned for the welfare and success of IRC Abilene's overall programs.
Major Responsibilities:
a) Program Design, Management, Development, Service Delivery
  • Plan for the overall department and its programs in accordance with the mission and goals of the organization.
  • Ensure all programmatic, contractual, and donor requirements and IRC standards of care are met.
  • With input from the Deputy Director and program staff, establish and implement annual and long-term goals and objectives to successfully achieve outcomes related to programs under supervision.
  • Monitor program goals and take appropriate intervening action to ensure contractual compliance and goal attainment.
  • Collaborate with technical advisors to design and implement a monitoring and evaluation framework to evaluate program success.
  • Participate in relevant IRC network-wide initiatives to understand and share best-practices relating to Abilene's programming.
  • Identify and engage with relevant community partners to support programs under supervision.
  • Coordinate closely with Resettlement to enable timely relevant orientations for new arrivals.
  • Guarantee accurate and timely financial and client-related recordkeeping throughout the department, including the use of ETO and other data systems.
  • Ensure oversight and monitoring of case files for proper file documentation.
  • Assist with preparation of relevant funder reports and grant proposals.
  • In coordination with the Finance department, develop and monitor department, program, and grant budgets.
  • Work with Deputy Director and relevant team to expand funding for programs under supervision.
b) People Management
  • Supervise, coach, and support the development of team members in accordance with IRC's People Manager Standards.
  • Provide career development and learning opportunities to team members to build the service delivery leadership strengths of all within the department.
  • Recruit, train, orient, monitor, and evaluate staff performance and ensure staff objectives are met.
  • Develop position descriptions and scopes of work for future staff, interns, and volunteers; orient train and supervise said staff, interns, and volunteers in coordination with direct service staff.
  • Represent IRC in public, professional and governmental forums.
c) Partnership & Resource Development
  • Proactively engage with community organizations in resource development and community partnerships through grant writing, external stakeholder meetings and opportunities to improve practice.
  • Collaborate with the IRC Abilene Engagement team and deputy director to create and implement a plan for continued program support and funding.
d) Leadership
  • Serve as a member of IRC Abilene's Senior Management Team.
  • Participate in Strategic Planning and implementation of Strategic Action Plan for IRC Abilene.
  • Contribute to best practices initiatives within programs across IRC RAI network.
  • Support and collaborate mutual programming throughout IRC Texas programs.
  • Support HR with staff meeting organization and planning of training and professional development opportunities within staff meetings.
Job Requirements:
Education:
Bachelor's degree in related field; Master's degree in education, social work or a relevant field desired
Work Experience:
  • At least three years' experience in program design, implementation, monitoring, and evaluation.
  • Experience developing and managing budgets desired.
  • At least four years of supervisory experience strongly preferred.
  • Experience with refugee and/or immigrant populations highly preferred.
Demonstrated Skills and Competencies:
  • Solid diplomacy, relationship building and networking skills; ability to effectively manage internal and external relationships, including community stakeholders and donors.
  • Excellent written, verbal, and interpersonal communication skills; ability to work successfully in cross-cultural environment.
  • Highly organized, responsible, and flexible; ability to maintain responsibility for multiple tasks in the context of a diverse, fast-paced work environment and maintain composure under pressure.
  • Demonstrated ability to promote an organizational culture that reflects IRC's core values of service, accountability, integrity, and equality. Ability to lead in a way that recognizes that IRC's work is best accomplished through the true collaboration of individuals from many cultures with a great variety of skills and perspectives.
Other Skills/Requirement:
  • Ability to read, write and speak English fluently is required.
  • Proficient in Microsoft Office applications (Word, Excel, Outlook); ability to use the internet and other digital tools for data entry, research, and problem-solving purposes.
  • Valid driver's license and access to a personal, insured vehicle.
  • May require occasional weekend and/or evening work.

Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget. Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements.
